We just released Cumulus GPMS sync! Read more below.
Created in 1965, SCSEP is the nation's oldest program to help low-income, unemployed people age 55+ find work. SCSEP matches eligible older adults with part-time training assignments at nonprofit organizations. Participants build skills and self-confidence, while earning a modest income. For most, their SCSEP experience leads to permanent employment.
Simplify complexity in all phases of the SCSEP program with our solution tailored to grantees and their subgrantees. From participant enrollment to tracking performance and payroll, Cumulus bridges the GPMS gap while ensuring compliance with program requirements.
“Our implementation experience at NCOA regarding the SCSEP project was outstanding. The Cumulus team consistently drove the project forward and identified creative solutions to some longstanding issues. Most impressive was the Cumulus' team's willingness to get their hands dirty and learn the business details which help deliver a robust solution.”
–Steve Smith, Senior Director of IT at the National Council on Aging (NCOA)
Participant enrollment is a critical step in the SCSEP process, ensuring that eligible individuals are accurately identified, enrolled, and provided with the necessary support to succeed in the program.
The enrollment process is marked by many challenges, such as:
- Complex Eligibility Requirements: SCSEP eligibility depends on multiple factors like age, income level, employment status, and residency. Ensuring that each participant meets all these criteria requires extensive documentation and verification. Misinterpretation of guidelines can lead to delays or ineligible enrollments.
- Extensive Documentation: Gathering, verifying, and maintaining the required documentation, such as income proofs, residency papers, and employment history, is time-consuming. Missing or incomplete paperwork can halt the enrollment process.
- Limited Digital Integration: GPMS (Grantee Performance Management System) lacks seamless integration with other tools, leading to redundant work and siloed data. This can make tracking enrollment progress and accessing participant information cumbersome.
- High Turnover of Subgrantee Staff: Frequent staff changes at subgrantee organizations can lead to inconsistent enrollment practices and a lack of institutional knowledge.
- Audit and Compliance Risks: Failure to collect all necessary information upfront or properly document enrollment decisions can create issues during audits.
- Participant Engagement: Potential participants may be hesitant to provide personal information or may not fully understand the program’s benefits, creating additional outreach challenges.
Cumulus for SCSEP addresses these challenges by providing staff with a guided enrollment process which makes it easy for users to establish eligibility, collecting required evidence and attestations- without the need to consult handbooks and interpret fine print. Our customers have reported the the system has reduced the time to complete an enrollment by 50% while reducing errors and ensuring compliance with the SCSEP Data Validation Handbook. The system can also follow up with applicants via SMS/email to collect signatures needed to complete an enrollment without burdening the applicants with the requirement to return to the subgrantee enrollment site.
Switch to Cumulus and leave behind your manual, error-prone, paper-based enrollment process, where case workers frequently need to refer to lengthy program documentation to ensure they've collected necessary information.
Cumulus for SCSEP can digitize your timesheet and payroll processes, streamlining data entry, review, and approval. Our solution ensures compliance with regulations, helps monitor and ensure on-time timesheet data entry, reduces manual errors, and combined with our GPMS synchronization reports ensures that GPMS data is up to date with the case management system. Reports are provided to enable grantees and subgrantees to import data into payroll systems like ADP.
Recording participant exits and placements accurately is a major factor in achieving your SCSEP performance goals. Cumulus for SCSEP simplifies the process and provides tools for tracking and conducting the quarterly follow-ups required by the Department of Labor.
Combined with Cumulus GPMS sync reports, Cumulus for SCSEP ensures that your data is always up to date and accurate, reducing the risk of errors and ensuring compliance with program requirements.
Cumulus dashboards give you the ability to monitor progress against program goals and deterministically evaluate data quality and data synchronization with GPMS. Each of your subgrantees will have visibility into their specific goals and performance.
Dashboards and ad-hoc reports can be used to ensure Participant Required Actions (PRAs) are completed on-time and successfully.
Reports can be subscribed to, scheduled, and delivered to your inbox, ensuring you're always up to date on the performance of your program.
The Grantee Performance Management System (GPMS) is the primary system used by SCSEP grantees and subgrantees to report participant data to the Department of Labor (DoL).
GPMS data entry requirements are extensive however GPMS falls short of providing a user-friendly interface with the tools required to manage cases effectively. Further complicating the process is GPMS's lack of interoperability, forcing duplicate data entry.
Cumulus for SCSEP mitigates these challenges with Cumulus GPMS Sync, a feature that enables importing GPMS report data into Cumulus to provide users with a comprehensive view of data across both systems, flagging any discrepancies between the two systems.
“Our SCSEP team is thrilled with Cumulus’ GPMS synchronization features. NCOA and our subgrantees are saving significant levels of effort and time, and it’s much easier to keep our GPMS data in sync with operations on the ground.”
–Maura Porcelli, Senior Director for SCSEP at the National Council on Aging (NCOA)
Cumulus GPMS Sync ensures you're always ready for audits and your next Quarterly Performance Report (QPR) submission, and gives you the ability to monitor subgrantee data entry in GPMS.
