Colorado VDC Super Hub Chooses Cumulus to Strengthen Veteran Independence Program

The Center for People with Disabilities (CPWD), a multi-state Veteran Directed Care (VDC) super hub based in Boulder, Colorado, has selected Cumulus to optimize its Veteran Independence Program. CPWD oversees a growing Veteran Directed Care program serving veterans in Colorado, Wyoming, Nebraska, Iowa, and California.

The Veteran Directed Care (VDC) program provides VA-approved veterans with opportunities to self-direct their Long-Term Services and Supports (LTSS) and continue living independently at home while conserving VA resources when compared to institutional care. With support from care coordinators, eligible veterans manage their own flexible budgets, decide what mix of goods and services best meet their needs, and hire and supervise their own workers. This program also reduces the burden on caregivers.

Cumulus helps VDC super hubs tackle the complexities of managing multi-state operations, overseeing spokes and working with multiple Veterans Affairs Medical Centers (VAMCs) and meeting demanding VA reporting requirements. By eliminating emails and spreadsheets, Cumulus centralizes veteran records, streamlines assignments to care coordinators, and supports home visits, assessments, and care and budget planning. Program managers benefit from custom dashboards for real-time oversight, while automated monthly, quarterly, and annual reporting reduces administrative burden and audit stress. Results show Cumulus reduces intake-to-service timelines by 40% or more, improves data accuracy and compliance, and makes communication between hub and spokes easier and more efficient.

Our VDC program provides veterans and their caregivers greater access, choice and control and helps Veterans live at home and remain a part of their community. The growing demand among our veterans for this essential program has required us to absorb manual and duplicative work. Cumulus will improve efficiency, streamline workflows, reduce redundant manual tasks, and improve outcomes for the veterans we serve.

CPWD was recognized as a VDC “super hub” in 2024. VDC super hubs have demonstrated success with the VDC program while partnering with multiple Veterans Affairs Medical Centers (VAMC) and/or working to serve Veterans in multiples states and territories.

Nevada SCSEP Program Selects Cumulus

Cumulus has been chosen by Nevada’s Senior Community Service Employment Program (SCSEP) to optimize operations and automate complex processes, leading to greater efficiency and improved outcomes. Equus Workforce Solutions, Nevada’s SCSEP grantee, will leverage Cumulus to streamline every phase of the SCSEP program—from participant enrollment to performance tracking and payroll management. Additionally, Cumulus will simplify adherence with federal Grantee Performance Management System (GPMS) reporting requirements.
